What is Bamberton?

  • Located within the Cowichan Valley Regional District, the Bamberton Lands span1463 acres and approximately five kilometers of Saanich Inlet oceanfront. The site overlooks the Saanich Inlet towards Brentwood Bay. The nearest towns are Mill Bay and Shawnigan Lake.
  • From 1912 until 1980, Bamberton was home to a cement manufacturing plant and small town. Now virtually abandoned, the site has fallen into disrepair and the once thriving industrial operation sits vacant surrounded by forested lands, breathtaking views and a deep-water port.

When did Three Point Properties purchase the property?

  • The land was purchased in March 2005..

The Bamberton Lands have had a history of unsuccessful development plans. In light of that, why did Three Point Properties purchase the land?

  • It is a beautiful property with incredible potential. We feel confident that by taking a patient approach to community consultation that we can come up with a development that acknowledges the site’s history and meets the needs of the surrounding communities.

Who from Three Point Properties will be directing the Bamberton project?

  • Michelle Mahovlich, Three Point Properties’ development manager, is overseeing the Bamberton project.

Who are the principles of Three Point Properties?

  • Jack Julseth, Three Point Properties’ owner, sums up his values with three favorite quotes,: “Give people more than they expect and do it cheerfully,” “Treat everyone you meet the way you want to be treated,” and “Commit yourself to quality and excellence.” Julseth aims to have everyone connected with Three Point Properties feel that these values are realized.
  • Ross Tennant is co-founder of Three Point Properties. A graduate of the University of Victoria, Tennant spent his early career working with a variety of Fortune 500 computer and telecommunications companies in Vancouver, Calgary, Toronto, and Palo Alto, California. He returned to Vancouver Island in 1999 where he now lives with his wife of 25 years, Evelyn, and his three teenage boys.

What will the Bamberton development look like?

  • Our goal is not to drastically alter this incredible site, but rather bring it back to life. To do this, Three Point Properties will be defining a vision for the development based on a community consultation process. The development will adhere to the following general principles:
    • A measured and patient approach to any redevelopment to ensure the appropriate use and the appropriate timing
    • A high-quality, well-planned, living experience that offers an unsurpassed island lifestyle with an emphasis on integration with the natural environment
    • Single family, multi-family and commercial spaces will be incorporated in the overall development to offer convenient access to amenities for all residents
    • A walkable community that create an exciting neighbourhood ambience.
    • Commitment to a respect for view lines on both sides
    • Commitment to ingenuity in environmental practices, such as recycling of on-site materials and studying all sewage treatment options
    • Commitment to sustainable development principles including enerby conservation and re-use options

What is Three Point Properties doing on the site now?

  • The Bamberton site was fully remediated by September 2007. As of August 2008, we have received all of our Certificates of Compliance.
  • There are no new activities currently being undertaken on the main property at Bamberton

What is the timeline for the development?

  • Three Point submitted a rezoning application to the Cowichan Valley Regional District in November 2006. A series of information open houses were completed in the Spring of 2007. The CVRD provided some feedback to Three Point in July 2007, after which Three Point retained architecture firms to prepare more detailed site plans. An additional information open house was held in November 2007 and a revised rezoning application was submitted in December 2007. The local Area Planning Committee began consideration of our application in January 2008. A regional impact study is currently underway with results expected at the end of 2008.

Why have you started environmental remediation without an approved development plan?

  • It is a symbol of Three Point Properties’ commitment to both the project’s success and the environment. Everyone can see the value in remediation as a positive first step in creating a dynamic development in the region.

How are you going to protect the Saanich Inlet from pollution?

  • Three Point Properties is taking a number of steps to protect the Saanich Inlet. Former manufacturing-related buildings have been deconstructed and contaminated soil has been remediated; and old oil tanks and pipes lined with asbestos are being removed. As future development plans evolve, our guiding principle in the design of our waste system will be to ensure that there will be no direct discharge of sewage into the inlet.
  • In addition, the Province of British Columbia undertook an extensive study of the Saanich Inlet in 1995. This study has provided information about the inlet and relevant issues and concerns, which will guide our actions.

Doesn't the Malahat First Nation have a land claim on the property?

  • The Malahat First Nation placed a claim over the land they call " YOSS Mountain" in 1993, when South Island Development owned the property. This land claim was overturned by the BC Attorney General, who determined that claims could not be made against private property.
  •  Nonetheless, Three Point Properties has been working closely with local First Nations and will continue to do so. We will use existing First Nations knowledge along with provincial government documents to identify areas such as midden sites or burial sites that are culturally sensitive and work to find ways to preserve these important areas.
