Three Point Properties submitted a rezoning application to the Cowichan Valley Regional District on November 6th, 2006. Following submission of the rezoning application, the CVRD hosted four public information meetings targeting specific topics related to the rezoning: land use and housing; infrastructure; transportation and environment & parks. These meetings were held in March, April and May 2007. Following the information meetings, Three Point Properties made some modifications to the original rezoning application and resubmitted a modified application on June 12th, 2007.
Comments were received from the CVRD in July 2007. Three Point Properties took these comments as well as comments received from the Information Open Houses in the Spring of 2007 under consideration and retained the architecture firm of Hughes, Condon, Marler as well as landscape architects Phillips, Farevaag, Smallenberg to provide more details for the proposed land use plan.
In November 2007 Three Point Properties hosted an information open house to provide details of our updated plans. The information was well received, and in December 2007 a formal updated application was submitted to the CVRD.
In January 2008, the local Area Planning Committee or APC began consideration of the Bamberton rezoning application. Following this initial meeting, the CVRD decided to retain a consultant to complete a Regional Impact Study on the Bamberton rezoning application. The bid process for that work extended from March to the end of May, with the contract being awarded in June. The Regional Impact Study is a study looking at both the positive and possibly negative impacts of rezoning or not rezoning the Bamberton site. The study is anticipated to be completed by the end of November 2008. This coincides with the next municipal election, after which time a new mix of CVRD Board members will consider the rezoning application. We anticipate that the new Board will have this on their agenda early in 2009.
